Thousands remain displaced and face heightened risks of flooding, with overcrowded shelters made of fabric and plastic offering little protection—leaving many, especially women, children, the elderly, and those with disabilities, at serious risk. These conditions make it nearly impossible for families to stay warm, dry, and safe as the weather worsens.
